unpaid child support

My Sister was divorced in New York in the mid 1970's and it was stipulated that her ex-husband was to make monthly child support payments. He made only one payment and relocated without notifying my sister. We recently found information that her ex-husband now lives in California. My sister now lives in Pennsylvania and the children are both in their 30's. Is there a statute of limitations for recovering unpaid child support and, if she is still eligible for payment, should she seek assistance in New York, Pennsylvania, or California?

You asked about unpaid child support.

Child support is for the benefit of the children. When the subject child reaches the age of majority any claims to past due child support passes to the child.

If the children wish to pursue the matter they may do so. The father may have the defense of laches, but if he hid then that defense may not work.
