visits

non custodial parent not paying child support. Can this be grounds for suspending visits since they would be out of state and this could be a direct indication of non custodial parents inability to financially care for kids during visit

No. Child support and partial custody are 2 independent issues. The mere non-payment of child support does not preclude visitation or periods of partial custody.
