If you have a custody order, I would recommend immediately filing a contempt petition and a request that the child be returned to PA. Sounds like she is violating the Federal Parental Kidnapping Act. If you do not have an Order, I would suggest also filing a emergency contempt petition and a special releif petition to order her return of the child. This is time sensitive, as if there is no order and she resides in the other state with the child for at least 6 months,that state gets jurisdiction and you would have to file legal papers there.
