Legal Question in Family Law in Pennsylvania

I am writing for a friend of mine,His wife left him after 23 years of marriage-she took their two adopted sons with her,The boys are mentally challenges-they are both 20 years old-but mentally are 10.My friend is so upset-his wife left without even telling him-They lived in Pa and she moved to missouri with the boys.My friend wants to get the boys back or at least have some form of visitation.She already has filed for divorce. Sorry the children are no longer children as such the courts lack jurisdiction to do anything about visitation.
