Legal Question in Family Law in Pennsylvania

It has been a year since my husband filed for divorce and moved out. He has an attorney, and I never retained one because we were in agreement on how we would separate our belongings. Yesterday he told me that he is going to pull the papers and if I want the divorce then I will need to get an attorney and file myself. Can he do this?? Just pull the papers after he was the one who filed to begin with?? He has also been sleeping with another woman, I have been holding off on dating until our divorce was final. At what point is it safe for me to date and not have anything come back to me during this divorce??

Unfortunately, the answer is yes. He can withdraw the divorce complaint if he decides that he does not want to go forward with it. there are consequences for doing that with regard to date of separation and other issues but the bottom line is that if you want to go forward, you will need to file a new complaint.
