Legal Question in Medical Leave in Pennsylvania

Must my employees exhaust their sick and vacation days first?

If one of my employees is going on FML and they have an abundance of sick days and personal days, must they exhaust these first before taking the leave? I've had opinions from other Business Managers that didn't agree and I would like to know the legal rights.
