In a case in which 911 took to 2 hours to arrive to a person in need, which results in death , what is the the statue of limitations on such ? Also what branch of law does this fall under ?

depends. Generally two years from the date, however, there are notice provisions agaginst governmental agencies which must be adhered to otherwise you lose your right to sue. This is a negligwence claim
