Legal Question in Civil Litigation in Pennsylvania
I abandoned a guitar at a music store. When I wanted it back they wanted storage fees which I understood but they had stripped the finish and done about 180 dollars worth of work to it. When I left there years ago it was for a quote on a repair not to refinish it. Do they have the right to butcher my instrument like that? I dont even want it now.

You abandoned it 3 years ago, and now you say you don;t want it, so what's the problem? The ONLY issue is, did they act unreasonably, and even you say you understand their wanting storage. I have not taken the time to look into case law on abandoned property, but if this was a storage place, you'd have no case, and I suspect you have none here. Hiring an atty to address this will cost you much more than $180, and you admitted you at least owed storage, so, the only logical decision is walk away, or pay them.
