I went in front of magistrate for hearing on deliquent garbage account. over 2 years ago I stopped receiving a bill every three months for garbage. I did not think about paying for garbage since I didn't have bill in front of me. 2 months ago I got cancel notice on my can so I called and stated I did not receive a bill for quite awhile. only realized it had been two years when I went back in my checkbook and seen my last check. They admitted to stop sending me bills. I asked what would make it right. I paid there amount in payments and the day after my last payment received a citation in the mail and a hearing notice for magistrate. I explained what happened and told them the bill was paid in full before I received any citation. They still fined me $500 saying it is my responsibility to pay a bill even if I didn't receive one in the mail. they said I should of known it needed paid. But I tried to reason out of sight out of mind. Garbage company also admitted not sending my account to collections and did not put notice on my can. Also did not have my full address since our area mail goes to a P.O box. Garbage company did not have my P.O Box. Is there anything legal I can do besides an appeal
