Legal Question in Civil Litigation in Pennsylvania

My co-worker lives in Allentown, PA and lost his birth certificate and drivers license in a fire that burned his apartment to the ground. He has tried to replace the items but cannot replace his birth certificate without a drivers license and cannot replace his drivers license or obtain a state ID without his birth certificate. Is there any advice on how he can replace these items and avoid the catch 22 he is caught in?

He should be a able to get a copy of his birth certificate from the county or municipality where he was born pretty easily. Once he gets the birth certificate, he can then get his driver's license
