My daughters ex boyfriends mother is harassing her by phone. Telling my daughter that she owes her money. There has never been anything in writing about the supposed money. My daughter lived there for a year and they put her on their cellphone plan, when they broke up and my daughter moved out that is when the harassing started.This woman has told my daughter to meet her at the JP's office and sign a paper to the money she owes. I have informed this woman via text message along with the definition of harassment, to let my daughter be but she as of today has not stopped. What can I do??

How old is your daughter? It seems to me that if she is old enough to move in with a boyfriend then she ought to be enough of an adult to handle her own problems. And if she is an adult, I cannot ethically discuss her issues with you.
Generally, iIf there is nothing in writing, then your daughter does not have to worry. She should call the woman's bluff. However, legal responsibility and moral responsibility are two different things. Legally your daughter may not be responsible but if these really are her charges, then she ought to pay them. Before she does, she should demand to be provided with copies of the bills and she should not pay for any charges that were incurred after she moved out. She also needs a release agreement indicating that if she pays, the debt is considered settled and that the woman releases your daughter from any further liability. If these things are not done, then no money gets paid. You can even put in the release that all further harassment will stop. And the woman should sign the release.
Since I do not know the level of harassment, I do not know whether it rises to criminal harassment. If so, seek to have the woman charged criminally. Or, your daughter may want to get an injunction to get a civil injunction to prevent further harassment. Possibly, check into a protection from abuse order which can be done by your daughter without a lawyer, but I am not sure that PFAs extend to other family members. And the harassment here does not rise to the level of physical abuse. A lawyer will not be cheap so it may be easier just to pay something towards the charges to make this go away, but only your daughter can make that call.
