Disturbing the peace question

Is there a legal limit to what time work crews can start jackhammering, mowing lawns, etc.? How can I locate the applicable statute for Philadelphia? Thank you.

There is a noise ordinance in the City of Philadelphia. You can obtain a copy by contacting either the chief clerk of city council or the legislative unit of the City Solicitor's Office. They can be reached through the city hall operator at (215) 686-1776.
