Legal Question in Civil Litigation in Pennsylvania

I just moved to the state of Pa about 6 months and here i got my first dog. After a while i had two strays that started coming around the house. They were very gentle dogs so i decided to keep them

About two weeks ago the dog law man came to the house and said that my dogs were in violation of pa's law and now I am getting fined $670.

I had no idea that there were certain laws that you had to adhere to.

Everyone that i have talked to said that it is not right they should have given me some kind of warning so that i could either get rid of the strays or get them vacc. liscenced and start keeping them confinded to my property wich is in the country.

Is this right or worng

I can not afford this fine I go to school full time and have a low paying part time job.

You are being charged with a summary offense. You should probably plead not guilty and see if the court will reduce the fines and charges under the circumstances.
