Legal Question in Civil Litigation in Pennsylvania

a rental property we own caught on fire. the fire began at 4pm and the structure is double wall brick with triple brick fire wll inbetween the roof caught fire. Code enforcement had the building torn down 7:22 pm the same day, we have insurance and pleaded to wait put code officer said he had the authority. Can we seek replacement cost and loss of rent?
