Legal Question in Civil Litigation in Pennsylvania

The flat roof of my 2 bay garage was damaged by youths play in 10ft. snow piles that were plowed next to the garage last winter. The youths would climb the piles and jump onto the roof and snowboard down the roof and jump into the snow piles. The garage is next to two large parking lots one in the rear of the garage and one on the side. The owner of these lot hires a backhoe to clear the lots of snow. I have no trespassing signs and the police have been call a number of times. Would the owner of these lot be responsible for the damages or the backhoe owner for piling the snow so close to the garage.

I think that the adjoining property owner would be liable.
