More detail is needed. Upon a cursory review of your question, I do not believe there is a legal action for a twenty year old complaint for hazing of a non sexual nature. You have a credibility issue to overcome even making the complaint unless the hazing is still going on. I suggest you consult with legal counsel rather than using this forum to evaluate your legal concerns. The issues you raise need a more detailed analysis. However, I suspect that you do not have any legal recourse. You might be able to raise the issue with appropriate authorities for evaluation and consideration.
