can i as a landlord turn the water off on a tennant, if i pay the water,,, the water is included upon payenent of rent water is included, as long as lease is obeyed

If you were to turn the water off, you would be guilty of breaching the duty of habitability that applies to all residential leases. If the tenant has not paid the rent, you should take actions to evict him. If he doesn't obey the lease in other respects, again, you can bring an action to have hime evicted. But if you turn the water off, the tenant legally does not have pay rent, and you can end up getting sued. Don't turn the water off.
