Under the rules of civil procedure you start count days the day after the paper was filed. So if it was the paper was filed Nov. 1st. day 1 is November 2nd. If the 20th day is a weekend or court holiday you get until the day following the weekend or holiday. It's covered under rule 106 of the Pennsylvania Rules of Civil Procedure.
