loaned money

I loaned a so called friend 500.00 and Ive been trying for the last 3years to get my money back. Can I legally do anything about this situation?

You can file a Complaint with your local Magisterial District Judge but that may make it more difficult to collect, especially if the person just doesn't have the money. Of course, if you're no longer talking with the person and you feel strongly about it, that, or filing in the Court of Common Pleas (Arbitration Division) may be your only option to get your money back. As Mr. Kaufmann indicates, though, proof may be difficult without an acknowledgment of the debt.

You could try and sue him on the grounds of an oral contract. However, if you paid him/her with cash it will be hard to prove you even gave him/her the money.
