noise ordinance

If a local municipality does not have a noise ordinance does either the larger encompassing city's or county's noise ordinance apply?

This is all in regards to noisy neighbors that rent the property next door.

Go to your local library or law library and see of they have _Neighbor Law_ published by Nolo Press. If they don't it is inexpensive and worth buying. It will discuss your topic in much more detail than I can do here. Or you could hire an attorney to look into the matter.
