Legal Question in Civil Litigation in Pennsylvania

noisy and profane neighbors are robbing me of peaceful enjoyment of my property.

i have neighbors across the street that begin to party by 10 am. They are excessively loud and the drunker they get the worse the profanity becomes. I am trying my best to raise my 8 and 4 year old sons in a good home enviroment. My husband and I are careful of the langugue we use around our children, yet they are subjected to profanity on a daily basis. I refuse to lock myself and my children up in our home. I believe as a home owner I am entitled to peaceful enjoyment of my property. Since I have called the police on several occasions, I am now being subjected to a multitude of harrassment from them. Including excessive beeping and cars parking in front of my house with stereos blasting, name calling, being called out to have my butt kicked. Most recently my garden was vandilized. Although I have no proof of who did it, everyone(including the local police) have a pretty strong feeling that it was them. Can I bring civil action against these people and what proof would I need.

You may have a claim for a nuisance, & violation of local codes. However, this is hard to prove. You can try to tape the noise to play it in court. However, the best approach is to hire an atty who will hire the appropriate expert to record the exact noise level & times.
