Does a police officer have to be sworn in when he is testifing against someone?

Of course! All witnesses, whether civil or criminal, have to be sworn.

PS - not that swearing in means anything anymore. Regardless of whether sworn to tell the truth or not, people, including police officers, lie in court every day. Proving that they are lying is another matter.
