Are the civil law dockets public records. Does anyone have the right to go into any courthouse and review these records on file?

Yes, they are public records and you may review them. For Philadelphia, at least, they are available on-line. Go to http://dns2.phila.gov:8080/fjd/owa/zk_fjd_public_qry_00.zp_main_idx
