Legal Question in Civil Litigation in Pennsylvania
My puppy was missing. I placed 3 ads on different sites. I got an anomous phone call 3 weeks later telling me who has my dog. The woman texted me and said she would not return her. she said she took her to the vet and has vet bills and maybe will give her back if i pay these bills. Please help me.

Go to the police. Did your dog had ID on it? If not, you may need to pay the vet bills, as w/o ID, they can reasonably argue they took the dog to the vet prior to keeping it, to make sure it was healthy. If it had ID, then they may just be forced to turn over the dog. If they say there was no ID (check if the dog has the same collar it had when it disappeared), then the dog will probably be turned over, and they cn try to sue civilly for the vet costs.
