Legal Question in Civil Litigation in Pennsylvania

Hello I purchased a product from someone in South Carolina, (I'm in Pa,) returned it to him to make it what it was supposed to be when I bought it, he agreed to do so. We were clear with each other as to what was to be done. He has taken to this day to correct the issue and return it to me, he's had various and contradicting excuses. We've talked by phone and P. M. via internet. It has been going on since mid August 2010. What legal action can I take. I told him I was going to seek legal advice and he had some threat's and said I would get the product when he get's to it, and since I'm acting like this it might be month's. Any help, thank's. You could file a civil suit, however, you should speak with and retain an attorney before doing anything. There are several things that must be taken into consideration. For example, what is the cost of the item he is withholding? You are looking at 100 or so in filing fees in the court. Plus, it isn't always to collect on a judgment even if you win in court. what kind of assets does he have?
