I was given a refund of fees and now have been informed that the issuer intends to stop payment on the check. What should I do?

Take the check to the issuing bank immediately and try to cash it. If the bank refuses, you should sue the person who gave you the check in small claims court. You can call the police and claim that the person deliberately gave you a worthless check, but it is doubtful the police will do anything, if a "stop Pay" order was put on the check. In any event, act quickly.
