Whom is the responsible party

If a boy of 17 driving his mother's van damages our car and I want to file a civil suit for restitution (all other attempts have failed), do I file against the boy or the mother (I think it is the mothers, that is what the father said)?

Sue the boy, his parents, and the owner(s) of the vehicle. The idea would be to get to the insurance on their vehicle. Why hasn't their insurance paid for this?
