An what law school did the cop go to?

Despite what you may think under PA law a pet is personal property just like a book or a table. So what you want is to sue in what is known as an Action in Replelvin. In plain English you want a court to order the friend to give the dog back to you. Normally you would go to the local district justice and file. The bad news is DJs can't make that kind of order. So you would have to file the action in Common Pleas Court so it won't be easy. You can do it but it might cost more than you think it's worth.
