Was not served, was found guilty?

My brother was served papers to appear in court for a harrassment charge. The papers, though, were sent to the wrong address - a neighbor got them. They didn't inform him and he never knew about this situation.

He obviously did not go to court, as the papers never got to him... and he's been found guilty, therefore, as a no-show.

Can he appeal? What procedure should have been followed?

Yes, he can appeal. I assume he just got notice of the conviction. He has 30 days to appeal to the Court of Common Pleas in the County this happened. I can help if you want.

I'll send in the appeal and represent him at the trial.
