Sister stole money from dementia affected father

My half sister took my father, whom I am the designated power of attorney, to his bank and withdrew all his cash. This caused my mother who is terminally ill with cancer to have her checks bounce. I have since them admitted by father to a nursing facility. They need the $951 to be handed over to the nursing home for his first month's visit. This is the same sister who packed my father up from my home and dropped him off at my mother's who is receiving hospice care. She feels he was kicked out of his home wrongly and feels justified. I think she is sick and would like to know what legal action I can use to get the money back and keep her away from me and my family. She has always hated my mother and has everyone convinced that he his things were stolen from him, even though it is all handed over to the state because he and my mother are on the waiver program in PA.

You can proceed a couple of ways. First a private criminal compliant can be filed in the District attorney's office in the county of your father's residence. You can also proceed by civil suit. The criminal action has the benefit that if she is found guilty restoration will be part of her sentence. The downside is that the standard of proof is much greater in a criminal case.
