stealing

how do I go about having someone in Delaware County PA prosecuted for stealing. They deposited money into their bank account that they knew did not belong to them and refused to return it.

Call the local Magisterial District Judge and find out when the District Attorney's office will have an Assistant District Attorney present to approve a Complaint.
