Can I sue?

I have just finished a book and I hired an illustrator to do 10 pics and the cover for $350. He began to work a payed in payments as he submited work. $100, $100, $100 but he stopped sending pictures. He said the work would take 2-3 weeks and it has been almost 2 months, causing a delay in the publishing. I have been trying to reach him for weeks now and he ignores my calls and emails. I have his address and he lives in Mi and I'm in PA wanted to know if I could sue? To date he has the full $350, I have all receipts, and saved emails.

Yes, you can sue. The question is where. Unless you have a contract that says you can sue in PA, its off to Michigan. The court would be Michigan's equivalent to the District Magistrate.
