Legal Question in Civil Litigation in Pennsylvania

UPS insurance claim
I sent a package via UPS, insured for $700.00. It was damaged. UPS picked up the damaged item from the receiver and it went to the claims dept. (independent co). The claim was rejected for ''no visible box damage and insufficient packing''. The packing was excellent. Received the package back yesterday-there is definite damage to the box. I called UPS yesterday to dispute. Was told I would get a call back the next day. They never called. Can this case be taken to small claims court? Should I contact the Court of Common Pleas, or how do I proceed. UPS actually charged me shipping for return of the item they broke! My CC is disputing this charge. I have a feeling UPS is giving me the runaround. And I'm definitely not paying any more money to have UPS pick up the item and re-inspect it. If I can go to small claims, are there court costs? Any help would be greatly appreciated. Thank you.

You can go to small claims court and yes there are court costs.
