If I win a judgment in a civil suit with my tenant but my tenant has little or no assets at the time of the judgment, but is left an cash inheritance several years later, can I still recover the judgment?

You can certainly attempt to collect on the judgment if you learn of assets your former tenant has recently acquired. Do you recall which bank he/she used? You could attempt to garnish whatever money might be held there up to the amount of your judgment (plus interest that's accrued over the years). It's a crapshoot and will cost you to file a Writ of Execution, but certainly worth a shot if you have some specific information about new money.
