I won a case in small claims court by default on the part of the defendant. The defendant is now appealing. How do I respond to the letter of appeal? Do I file another complaint, or ...........?

You should be directed by the prothonotary to file the complaint. The defendant, at the time he filed his appeal, should have filed a praecipe with the prothonotary directing him to issue an order for you to file a complaint. You must file the complaint within 20 days after service of the prothonotary's directive.
