Can the Baker's Act be enforced in Pennsylvania?

My father is bipolar and divorced from my mother. He has been having highs and lows for many many year, however since 9-11 happened he has really sunk low to the point that he is so paranoid that he thinks everyone is after him to try to kill him, that there are all sorts of conspiracies trying to make him look sick or have a mental problem. he has been in a crisis center before, and they let him out. recently however he has been really bad, he has no job, no place to live, almost no money, he still thinks people are out to get him, he doesn't clean himself, he was in a crisis center again recently and they let him out, they referred him to a shelter but after spending one night there, he ran away because he thought that they were trying to kill him and poisin him with medication. no matter what i say to him or reason with him, nothing gets through, he is paranoid, irrational. I am very worried about him, i don't know how to help him anymore, i am afraid that something is going to happen to him. i am trying to get him to apply for welfare but convincing him of anything is such an ordeal. an acquaintance of mine told me about baker's act in FL, and i wanted to know if that would apply in PA or if there is anything similar.

it sounds like your father may be incompetant to handle his affairs you or some other family member could apply for guardianship of your father. Has he applied for disability under social security. You should speak with an attorney who may be able to help you in this type of situation.
