if someone applies for a visitors visa and gets rejected will this make it harder for him or her to get a green card later?

Not necessarily. The requirements to obtain each are separate from each other. Each case must be evaluated on its own facts and circumstances. However, if, let's say, the reason for your being refused the tourist visa is some type of criminal ground, then that could also prevent you from receiving a green card later. Only a consultation with an immigration attorney would answer this for sure.
