Legal Question in Immigration Law in Pennsylvania

I am a U.S citizen and I want to file a I-130 for my brother abroad. He happens to have a visitor/tourist visa, will the process be more faster if he comes here and I file a I-130 and he files a I-485 along with it? How long will this process take compared to just filing I-130 and waiting for that process to go through?

You can only file an I-130 for your brother at this point. It can take 8-10 years before an immigrant visa is available for your brother since siblings of U.S. Citizens is the slowest moving category. You may want to consider having an attorney file the petition to keep tabs on when the immigrant visa becomes available for your brother since the Visa Bulletin changes so drastically every month.
