Legal Question in Immigration Law in Pennsylvania

Before 12 years my second son who is US citizen had filed for my Eldest son who was in India and was married. He has only daughter.

Now when my eldest son got visa call by US CONSULATE Mumbai,my son's daughter has crossed 21 years .So she was not called for interview with her parents.

But luckly she got Student Visa to study in NJIT NJ for MS in comp.sc. So she came to USA along with her parents in Agugust 2006.

After my son and his wife came to USA on Green Card my son has filed for her daughter's green card.

Question is that can my son;s daughter can get benefits of Child Protection Act and can get green card ?

If yes what actions are required to be taken my son to get GREEN CARD on priority?

What was her age when the I-130 was approved? Not when the visa number was available.
