Immigrint investing money in a business to acquire green card

One of my former students has recently graduated from under gradudate school and has acquired a lot of graduation gift money. He would like to get an American citizen to start an importing business for him. The immigrant will invest the start up money. The American will be the proprietor, with the immigrint a silent partner. The immigrant will require that the business hires him and sponsers him for a green card. Is this arrangement lawful?

Unless the person is investing one million dollars and hiring at least 10 Americans (or $500,000 in a depressed area), you can't make an investement such as the one you describe and get a green card through it.
