Legal Question in Immigration Law in Pennsylvania

Greetings,

I have an issue where i'd like to marry my fiance, which was brought here (US) with her little brother by her parents in 1994. At that time they were minors here on a visiting Visa, when the parents decided to keep her here in the States and enrolled her into school.

She wanted to go back to Jamaica, but because she was a minor and they said they would file for her, so she had no choice but to listen to her parents. As time we on she excelled in school, and as a teen worked where ever she could. For years she'd ask her parents about what was going on with her paperwork with INS or if she could at least have her Passport because her school was trying to help. They always denied her, but continued with her little brother and was successful in obtaining his green card.

Some time ago because of her father falling ill, she was able to obtain some of the INS Response for paperwork he flied for her back in 1998.

She now have three kids that was born here and she owns and operate her business, I would like to know what should she do to become a permanent resident?
