marriage with social security card

i am a US citizen and my fiance is a permanent resident, with a greencard. he does have a social security number but lost the card and greencard. is there a way to get married without those things on his part?

You asked about getting married to a foreign national.

Neither the legal permanent resident identification nor a social security card is necessary to get married. But there does need to be two forms of identification. One must be a state or federal identification with a photograph (passport, driver license, etc.).
