Marriage, on a tourist visa

Can someone who has come to U.S on tourist visa, or may he marry while on a tourist visa? And obtain a work permit also

Yes, he can marry a U.S. citizen while on a tourist visa and then apply for what's known as adjustment of status to get his work permit and green card. However, the marriage has to be for real and will be scrutinized by the INS.
