Can sister apply I-130 for L1B visa holder

I am currently on L1B visa. My visa will expire on July-08. My company will apply for extension. So my questions are:

1. If my sister (US Citizen) apply for I-130 for me, is it going to affect my visa extension?

2. I am going to travel to india Feb-08, would there be any issue if i would have applied for I-130?

3. My passport will expire in Dec-08, so can i apply for L1 extension without renewing it? or i must renew it?

In principle (but may vary depending on several factors related to your specific case):

a) your sister can apply for an I-130. Just keep in mind that sibilings of US citizens do not have priority date. You might end up waiting your approval for several years (check processing dates with corresponding USCIS center to your sister's jurisdiction)

b) Prior to travel outside the country, ensure that you are allowed to come back. Travel should not affect I-130 application

c) you must renew your passport at least 6 months prior expiration and keep you passport always updated and valid, until you become a US citizen (if you will ever apply for citizenship when eligible)

d) Extension should be renewed on time (prior expiration) to avoid to loose your status and have the extension petition denied.
