Legal Question in Immigration Law in Pennsylvania

Sponsoring my sister

My brother applied for my sister's immigration about 10 years ago who lives in India. Now US Embassy has sent documents to her to fill them up to issue a visa. My brother, who is a US citizen and who filed the sponsorship for her, now is refusing to sign her documents due to a family dispute. My question is, can I (being a legal resident) sign her documents and take responsibility of my sister so she can get her imigrant visa.

No. The I-130 petitioner has to sign the I-864, Affidavit of Support for her to be able to immigrate.
