Legal Question in Immigration Law in Pennsylvania

What steps does my neighbor need to do to apply for a work permit. She and her husband have been here about two years. They are from India. She has unviersity degrees. She has asked me for help. Her English is limited. Her son who is 9 translates for me and for her. They do have a computer.
