beneficiary dies
My father died 3 weeks ago. My brother died today. My brother was beneficiary on his insurance policy. Does the money go to his heirs, or my fathers heirs.

Ultimately the outcome will depend on the language of the insurance policy--however, assuming that your brother's rights vested in the proceeds from the insurance policy, at the time of your father's death, then the money would go to your brotjer's estate. I suggest you consult with an attorney to clarify the language of the insurance policy.
