driving w/no insurance
if someone is driving a car that does not belong to them and the driver gets in an accident, who is responsible for any damages, the person driving at the time or the registered owner of the vehicle?

It's not an either / or. The driver, if negligent, is always going to be responsible. The owner could be liable on a theory of negligent entrustment, i.e., that they shouldn't let someone drive an uninsured car. If the driver has insurance on another vehicle, that insurance should be available for the driver, at least.
