Legal Question in Insurance Law in Pennsylvania
High Risk
Are auto insurance providers in Pennsylvania permitted to provide insurance to anyone no matter how great a risk that they may be; for example: a senior citizen who is on medication,who goes in and out of a state of mental confusion? Thank You

So long as the driver has not had chargeable accidents or violations of the Motor Vehicle Code (speeding, etc.), they can get insurance. If this individual should not be driving, it is generally up to his physician or his family to take steps to have his license revoked. Motor vehicle insurance companies rarely inquire into an insured's health.
