Municipal immunity

I was involved in an auto accident with a Municipal Waste Truck . After speaking with my insurance agency I was told that they have municipal immunity. WHat does it mean and what can I do about it?

1st, if you an injury claim, the medical bills need to be of at least $500, & your injury must be a "permanent loss of a bodily function." This means you need to suffer a rather serious injury. 2d, for any claim for the damage to your vehicle, the municipality will only pay for any damage which is not paid by your own ins co.
